DUTY 1: Provides project management and execution for strategic deliverables . Serves as a Project Manager responsible for assigned projects within the squadron's analytical roadmap, guiding them through all phases of the project lifecycle, from initiation to closure.
DUTY 2: Provides cross-functional communication and production synchronization. Facilitates and enhances cross-functional communication to synchronize production and scheduling across various teams and with other project managers , maximizing efficiency and collaboration.
DUTY 3: Monitors project resources. Serves as a project-level resource manager, meticulously tracking and monitoring project resources, contracting expenses, and other expenditures over the lifecycle of assigned projects.
DUTY 4: Communicates with stakeholders and conducts risk management and analysis. Proactively identifies and evaluates potential risks that could impact project success, developing comprehensive mitigation strategies to minimize their impact.
This is a GG-07 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-07 duties for the "Professional" work category are at the "Entry/Developmental" work level and are equivalent to those at the GS-07 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This position is a developmental position and will be filled at the GG-07 level with promotion potential to the GG-12. The individual selected for this position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Comprehensive knowledge to manage the implementation of knowledge management tools, processes, and procedures to increase production proficiency and better meet customer requirements. This knowledge could be gained by successful completion of advanced courses in production management or experience and skill in applying this knowledge to difficult and complex work assignments; requires knowledge in integrated production concepts, principles, practices, standards, and methods to effectively perform task development, execution, and contract services. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. NOTE: You must submit a copy of your transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs ): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the Intelligence Community (IC) policies, entities, missions, resources, operations, capabilities, and requirements. Ability to align project goals and objectives with broader organizational and strategic priorities. Also includes knowledge of applying management principles to assessing operations and developing strategies for operational improvements and efficiencies.
2. Knowledge of project management and budget principles, methodologies (including Agile and Waterfall), and lifecycle phases (initiation, planning, execution, monitoring, closure) tailored to complex technical projects within a science and technology intelligence (S&TI) environment. This includes proficiency in creating and managing project plans and budgets, work breakdown structures, risk registers, communication plans, contract support plans, and project expense documentation.
3. Knowledge of contract management and funding principles and procedures, including experience in providing technical input for contractor statements of work, evaluating contractor performance, ensuring compliance with contractual obligations, securing funds for ongoing contract efforts, and mapping contract funds and personnel to unit projects and tasks. This also includes knowledge of the roles and responsibilities of contract management personnel (GTMs, CORs, contracting officers, etc.) and leveraging their expertise to support proper management of contracted work associated with unit projects.
4. Skill in developing and maintaining detailed project schedules, incorporating realistic deadlines and milestones, and proactively adjusting plans to address unforeseen challenges. This includes proficiency in using project management software and tools to track progress, manage dependencies, and ensure timely project completion.
5. Skill in communication, both oral and written, with the ability to effectively convey complex technical information to diverse audiences, including scientists, engineers, intelligence analysts, management, external stakeholders, and senior leadership. Skill in building and maintaining strong relationships with stakeholders to foster collaboration and ensure project alignment with organizational goals.
6. Ability to analyze complex technical data and information related to S&TI projects, particularly in the context of ballistic missile analysis, to identify potential risks, challenges, and opportunities. This includes skill in problem-solving and developing innovative solutions to overcome technical obstacles and ensure project objectives are met.
CONDITIONS OF EMPLOYMENT CONTINUED:
1. This position is covered by the Defense Civilian Intelligence Personnel System (DCIPS), and as such will subject the incumbent to those examinations and/or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101. This position is a testing designated position and as such requires periodic urinalysis testing. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions, including demotion or removal.
2. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
3. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
4. Project Management experience, training/certification are highly desirable.
5. Ability to code, knowledge on modeling, and digital engineering is highly desirable but not required

This position is in the Excepted Service.
